Virginia Office for Protection and Advocacy
The dedication to individuals with serious mental health disabilities is evident by the Virginia Office for Protection and Advocacy, located in Richmond. This program is funded through the Protection and Advocacy for Individuals with Mental Illness Act. It services individuals with mental illnesses who live in a hospital or other facility that provides care and treatment for mental illness.
Some of the goals for which this program works include:
- Ensuring people with disabilities are free from abuse and neglect (including community settings, institutional settings, juvenile facilities, and municipal jails)
- Monitoring that children with disabilities receive appropriate education (by checking for appropriate evaluation and assessments, by monitoring that suspended students had adequate Behavioral Intervention Plans, and ensuring students have access to technology in schools)
- Making sure people with disabilities have equal access to government services
- Assisting people with disabilities to live in an integrated environment
- Ensuring people with disabilities are employed to their fullest potential
- Helping people with disabilities gain access to appropriate and necessary health care
- Making sure citizens are aware of the services available to them
Richmond Behavioral Health Authority
RBHA is a mental health facility that is licensed by the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services. The facility provides mental health, substance abuse and prevention, and mental retardation services to the citizens of Richmond. Its integrated services are available to children, adults, and families.
The services of the facility are provided mostly to people with a serious mental illness (SMI) as well as to seriously emotionally disturbed (SED) and at-risk children. Services are also available to individuals in crisis.

Bon Secours - Richmond Community Hospital
The mission of Bon Secours is to “provide compassionate, quality healthcare services to those in need, including the poor and dying, for the purpose of alleviating human suffering and bringing people to wholeness in the midst of pain and loss.”
Bon Secours offers a variety of services to the citizens of Richmond through four different hospitals. Richmond Community Hospital, which is located in the historic Church Hill neighborhood, specializes in behavioral health. It maintains a 36 bed unit and offers:
- Acute psychiatric stabilization
- Detox stabilization
- 24-hour emergency psychiatric evaluation, provided by the Emergency Care Center
- Outpatient Services
